For every 10 members that join, 1 Spot for Moderator will be added.
For every 20 members that join and 1 Moderator spot filled, 1 Spot for Administrator will be added.

I will be constantly watching the Staff Member's actions. As more people are added to the staff list, the lesser the rights of the Staff Group will be. This will only happen if there is multiple complaints on how the Staff member acts.
